Codenamed Project Anchor, plans for the development were submitted by Chessington in February 2022. These indicated that two children’s rides would be installed in the area between Blue Barnacle and Seastorm, alongside associated theming and landscaping to refresh the Pirates’ Cove area. The first of the rides, located on the west part of the site, would be a water barrels ride, with a ride operations booth themed as a 6 metres tall lighthouse. Documents referred to this attraction as a Watermania ride, reflecting that the attraction would utilise ride hardware from Zamperla of the same name. It was also suggested that the ride would be named Bobbing Barrels, with this name revised to Barrel Bail Out when the ride was launched.

The second ride, located on the east part of the site, was shown to be a rockin’ tug ride, with the relocation of Timber Tug from Thorpe Park Resort. The ride’s operations booth would be themed with a variety of nautical props, and a wooden mast theming feature was also shown, although did not feature in the realised ride. The ride was referred to as Trawler Trouble in the planning documents, in line with its final name.
