realistically, who is gunna jump out of a 3rd floor window ( first two floors maybe but not 3 floors up), I'd rather run for the nearest fire exit. Falling 3 floors would do some painful damage. I also expect that their fire protection system will be the best of the best so if it cant be stopped, it will A) slow down how fast it spreads and/or B) give guests and staff an early enough warning to get out through the fire exits, which there will be loads of with a large amount of people in one building.
There's more risk of someone falling out of a window that opens halfway than a fire breaking out so making it open 4 inches isn't really a stupid move, it's a safe one.
