Why is the whole of X-Sector closed?

Yeah it seems it was just him messing around as he has been arrested for it, Although this may not be the case.
They are obviously just checking to see if anything was not right (hole in fence etc.) and if anything is wrong for them to correct.

P.S There is more options than just Silliness and Suicide.
