I really don't understand this/or the logic behind it. This to me reads like the owner got liquidated then bought the company back from the liquidators and opened with a new name? Is that even legal?

just read that, and yes it doesn't seem legal :?
surely he should be facing some sort of criminal investigation for letting, what is essentially the same company, go bust twice?
