Mysterious new house?

I've just been looking at this years official map. You can find it here: http://old.towerstimes.co.uk/history/maps/2011map.jpg

What I've just noticed is there's a mysterious Victorian house suddenly popped up to the right of the Towers and its labelled "Education Centre".

What on earth is this and when did it come about? I've never seen it in person.

I believe its the  building next to the  Driving School bridge.

Guess that clears up what it is but I still don't get where it's located.

Also just noticed that the hospitality suite is missing from the map near spinball!

by the looks of it, it looks like the old driving school garage where the cars are stored.
